We have the pleasure of announcing our the third edition of our Public Procurement Law Conference on the 2nd October 2025.

This year’s programme offers a focused overview of key regulatory and policy developments in Malta and the EU, along with an in-depth review of recent case law shaping procurement practice. Participants can choose from specialised workshops on equal work, equal pay in Government contracts, testifying in public procurement challenges, and FOI requests, tailored for both contracting authorities and economic operators. A timely fireside chat on the opportunities and risks of Artificial Intelligence in public procurement will follow. The conference will close with a live debate. Designed for professionals across the procurement spectrum, the event is a valuable opportunity to gain insights, share experiences, and connect with industry peers.

Equal Work, Equal Pay in Government Contracts

This session will cover practical considerations of employment law which may impact contracting authorities and private contractors alike at contract stage.

The impact of the Transfer of Employment and the Protection of Employees Regulations, the Temporary Agency Works Regulations and the Department of Contracts’ circulars on Pegged Rates will be considered in a real-life case study which will focus on the common issues which arise from bidding stage to taking over a contract.

Best practices and practical solutions to be adopted by both public and private sector in their day-to-day operations will also be discussed.

Confidently navigating cross-examinations before the PCRB

The authors of tender documents, members of the tender evaluation committee, and heads or senior officials of contracting authorities are often summoned to give evidence on the procurement process before the PCRB.

This session is designed to help civil servants prepare effectively for testimony, understand what to expect during cross-examination, and remain composed and credible under pressure.

Masterclass in Freedom of Information Requests & Government Contracts

Freedom of information can play a critical role in public contracts. FOI requests can be an effective and even crucial strategic tool for private sector operators, allowing them to obtain access to documents, that shed light on the decision-making process taken by a contracting authority. This information may be valuable to support a complaint or legal challenge.

This session will explain what information can be covered in a FOI request, the possible outcomes, and the process for challenging.

You will be guided on how to formulate and submit an FOI request successfully based on case studies.
