The European Commission’s Guidance on COVID-19 and Public Procurement & Malta’s Approach to Emergency Procurement

On 1 April 2020, the European Commission issued a Communication entitled Guidance from the European Commission on using the public procurement framework in the emergency situation related to the COVID-19 crisis (the “Communication”).

Clement Mifsud-Bonnici & Antoine Cremona have prepared a note which goes through the options and the guidance set out by the European Commission in this Communication on public procurement during the current COVID-19 pandemic. The note also provides an overview of how Malta is approaching emergency procurement during this current crisis.
